Joseph A. Salvato Jr., 87

TROY Joseph A. Salvato Jr., 87, of Eddy Memorial Geriatric Center and formerly of Meadow Drive North Greenbush, died Friday at the home after a long illness.

Born in Middle Village Queens, NY he was son of the late Joseph A. and Antonina Russo Salvato Sr. and husband of the late Hazel Rocca Salvato.

He received his Bachelor of Science in Civil Engineering in 1936 and his Masters in Civil Engineering in Sanitary in 1939 from New York University.

Mr. Salvato retired in 1978 as New York State Assistant Commissioner for the Division of Sanitary Engineering, now the Division of Environmental Protection and had also held positions of Director of the Bureau of General Engineering and Sanitation Services and Associate Director of the Division of General Engineering and Radiological Health. Since then he has been a consultant in Sanitary and Public Health Engineering and in 1981 he was Adjunct Associate Professor at Rensselaer Polytechnic Institute. Prior to that he worked for F.G. Libassi as a land surveyor assistant, George Colon & Son, Inc. General Contracting and Engineering as an estimator and assistant construction superintendent, NYS Department of Health, Poughkeepsie District office as an Assistant and District Sanitary Engineer, the US Army Sanitary Corps as an Assistant Medical Inspector and District Sanitary Officer in the US, Alaska and the Yukon Territory, the Erie County Health Department as Chief of the Bureau of General Sanitation, the Rensselaer County Health Department as Director of the Division of Environmental Hygiene and from 1961-1962 the US Army Chief of the Public Health Team and Civil Affairs Group in the US and El Salvador, C.A. Health Department as Chief of the Bureau of General Sanitation, the Rensselaer County Health Department as Director of the Division of Environmental Hygiene and from 1961-1962 the US Army Chief of the Public Health Team and Civil Affairs Group in the US and El Salvador, C.A.

Mr. Salvato had written many books, publications, bulletins and articles on all topics relating to sanitary engineering and had been a special consultant to many organizations including the World Health Organization in 1972. He held licenses as a Registered Professional Engineer, a Principal Public Health Engineer, a Grade 1 Public Water Supply Operator and a Grade 1 Sewage Treatment Plant Operator.

He was a member of the American Society of Civil Engineers, American Public Health Association, American Water Works Association, Water Pollution Control Federation, Royal Society of Health, American Academy of Environmental Engineers- Diplomate, National Environmental Health Association, New York Public Health Association, International Association Milk, Food and Environmental Sanitation, American Chemical Society, Association of Food and Drug Officials, NYS Association of Milk and Food Sanitarians and the National Conference of Local Environmental Health Administrators and many past activities as chairman and member of various committees, task forces, section councils and executive committees.

Mr. Salvato had also received many awards including the Charles C. Agar Award from the NY Water Pollution Control Federation, Samuel Arnold Greeley Award from the American society of Civil Engineers, Distinguished Service and Professional Achievements from APHA section on Environment, National Environmental Health Association Past Presidents Award and the George Warren Fuller Award by the American Water Works Association, Army veteran of WW II.

Survivors include a sister Lillian Salvato Roe of San Juan Capistrano, CA; a niece Lynne Roe of San Juan Capistrano, CA; a nephew Joseph R. Roe of Murrieta, CA and 2 grand nieces and a grand nephew. He was predeceased by a son Joseph Salvato.

Funeral service will be held at Wednesday at 9:30am from St. Michael the Archangel Church Williams Road North Greenbush where a Mass of Christian Burial will be celebrated. Interment Bloomingrove Cemetery in Defreestville.
